samsung-gtelwifiue: new device

This is a MSM8916 device I've mainlined, and the changes will be in the next linux-postmarketos-qcom-msm8916-package. Display, accelerometer, WiFi, and touch all work, though I have noticed some weird things with touch, and there's no backlight control, though I'm writing a driver for that. I've already created a wiki page.

Things I've noticed with touch:

• In SDDM's on-screen keyboard, the keyboard will press multiple keys for one keypress
• KDE Mobile's Keyboard doesn't work
• Phosh's Swipe up to unlock doesn't work
• KDE Mobile's system settings is painful to use with what seems to be phantom touches or something else
• XFCE is overall the best DE to use, though onboard is a is slightly annoying to type on

Also, glacier seems to crash on launch, haven't investigated it.
