wileyfox-crackling: Add udev rule for proximity sensor

iio-sensor-proxy ignores the proximity sensor if it doesn't know the PROXIMITY_NEAR_LEVEL.

This means that e.g. calls app can't blank the screen while near the ear so it's possible to accidentally disable the modem with the ear (!!!, who thought of putting the modem disable toggle into the top drawer?)
