linux-postmarketos-qcom-sdm845: upgrade to 5.16.1

Administrator requested to merge linux-sdm845-5.16.1 into master

This MR rebases the previous tag sdm845-5.16-rc5 onto stable/v5.16.1 and regenerates the defconfig.

It currently uses my personal tag amartinz-5.16.1 at the repo, until it is tested by others and the real tag can be pushed. This MR should be updated then to use the real tag.
