v21.12: Upgrade sxmo-utils to 1.7.1

Administrator requested to merge v21.12sxmo into v21.12

These package upgrades were missing and users will get 1.6.1 sxmo-utils even though the the post says users will get sxmo 1.7.1:

I dropped sxmo-swayidle because we dont reference it anywhere. Not sure if I can do that and Im not sure if the correct swayidle is in the temp/ directory on the v21.12 branch. Cc: @stacyharper
