linux-postmarketos-rockchip: upgrade to 5.16.8

5.14 -> 5.16.8 upgrade

• Dropped patches that are now present in stable linux.
• Forward ported the EFI IGNOREME patch to 5.16
• Added a few common pcie network adapters as modules
