main/devicepkg-dev: allow overriding splash config
Allow calling the script with:
SPLASH_CONFIG=$srcdir/splash.ini devicepkg_build $startdir $pkgnameIn order to pass a custom splash config, as it will be used with the PineNote (!2910 (closed)).
