kde/plasma*: upgrade to 5.15.4

Built and tested on x86_64 using Qemu. libphonenumber required a $pkgrel bump due to a Boost upgrade upstream, otherwise it wouldn't install anymore.

Unfortunately, it doesn't go through building for x86_64. Can you take a look at it?
