linux-postmarketos-allwinner: upgrade to 5.17.0_git20220313

Prepared a kernel upgrade to the latest 5.16 kernel from megi. I thought it was required for debugging lima in #805 (closed), but turns out the needed patches had been merged before already. All of our patches are rebased.

I'm running this on my pinephone since yesterday without issues.

EDIT: CI fails, need to go for today, if somebody else wants to take over feel free to do so
