samsung-{m0,m3,t0lte}: add haptic support via soc package

MAX77693 is present in these devices, which includes vibration support. This MR adds a feedbackd udev rule for max77693-haptics in a new soc package and adds that package (or subpackage rather) to the depends of the three device packages.

I intend later to create a single custom feedbackd theme for these three devices (which have a common board compatible), but for now the default one works well.
