linux-purism-librem5: upgrade to 5.17.9

Administrator requested to merge l5-kernel into master

Patches to work around modem instabilities are now in purism's fork, so they were dropped.

I ran 'kconfig migrate' on the config, which is why there are a lot of chnages there.
