community/device-xiaomi-scorpio: disable GPU binning pass

GTK4 apps and GNOME are currently really glitchy and frustrating to use. This workaround should solve that until the GPU driver bug causing this is properly fixed. There don't seem to be any side effects for this workaround, at least not obvious ones.
