[v21.12] main/linux-postmarketos-rockchip: fix waydroid kconfig check

Administrator requested to merge v21.12-kconfig into v21.12

Recently pmbootstrap mandates also vndbinder being part of CONFIG_ANDROID_BINDER_DEVICES. Adjust the config so it matches.
