volla-yggdrasil: new device (Volla Phone)

Administrator requested to merge yggdrasil-mainline into master

Add initial support for the Volla Phone (volla-yggdrasil) using a currently early stage mainline v6.1-rc5 port for the MediaTek MT6763 Helio P23 SoC.

For now booting to rootfs requires netbooting which I've mentioned on the device wiki page. Here's also an image of it booted to Sxmo:
