fairphone-fp4: move to community

Administrator requested to merge fp4-community into master

The device fulfils the requirements for community category, and I plan to maintain and develop this device further going forward. Move it!

Known issues:

  • sometimes on boot the screen doesn't get turned on for some reason, once phosh is started pressing the power button will turn the screen on successfully. So really just the boot splash will be black. There are ideas how to resolve this.
  • after suspend USB doesn't become alive again, needs reboot

Still depends on !3363 (merged) as I expect that MR to be merged sooner than this one.
