main/postmarketos-ui-phosh: add phosh-mobile-settings to recommends

It would be nice to have this get installed on current installations as well, but I'm not sure how that could be handled.

Have yet to take a look at this. I had the impression this is kind of similar to postmarketos-tweaks, and maybe it was possible to merge them at one point?

now we have 3 settings apps in pmOS + phosh:

• gnome-settings
• postmarketos-tweaks
• phosh-mobile-settings
