testing/linux-postmarketos-qcom-msm8974: upgrade to 5.19.9

Needs testing! Boots fine on FP2. Dtbs for all devices should be ok.

Changes:

• rebase on 5.19 mainline: there were quite a lot of changes, cleanups and renames to device tree files, done upstream mostly by @konradybcio : 1 2 3 and many others like that; out whole patchset needed to be adjusted to those changes (done by @z3ntu), so we have to release 5.19 just to prove that everything still works fine, before working on 6.x
• fix regression in 5.19 (hang/crash on reboot, cherry picked fix from upstream drm/msm/mdp5: fix kernel panic during shutdown )

New features:

• Samsung Galaxy Note 3 hlte gained proper panel driver (instead of panel-simple) with backlight support, modem support (done by @CalcProgrammer1)
