purism-librem5: upgrade to latest ucm, fix udev rule installation

Administrator requested to merge l5-upgrades into master

This includes important changes that:

  1. fix ucm / call audio (hopefully...) (fixes #1752 (closed))

  2. correctly installs udev rules to re-enable power management and other things (fixes #1803 (closed))

  3. adds "lockdown mode" support, using a script from the OEM

  4. upgrades kernel (this was just thrown in to keep the kernel up to date, I don't believe any of the things above depend on this slightly newer kernel... but I only tested things above using this kernel!)
