google-sargo: add modem support
This introduces modem support and fixes backlight.
I tested the package and it's functional (nothing on the feature table seems to be missing), but there seems to be a power bug because I only added the correct bandwidths and frequencies for the CPUs after tagging. Maybe this backport should be added:
