google-smaug: New Device

These commits add the package for google-smaug aka the Google Pixel C released in 2015.

The device currently boots as is (compiled using envkernel) with a slightly modified pmbootstrap. This MR currently functions as a draft to get some minimal functionality working and to wait for some patches by @jenneron to be merged in pmbootstrap so booting does function for everyone.

I will follow up with more information tomorrow. In the meantime if you find any mistakes, errors or oddities I will amend them in the morning aswell.
