temp/dhcpcd: drop

I don't see any packages in pmaports that actually depend on dhcpcd, and it hasn't been updated in 3 years... (upstream is at version 10.0.0 now...)

Forked from Alpine to disable IFA_F_NOPREFIXROUTE (for old kernels)

Do we still want to care about such things?
