main/meson-tools: new aport

Administrator requested to merge aport/meson-tools into master

Add afaerber's meson-tools. It's a collection of utilities to create a working U-Boot binary that can be ran as the primary bootloader, and a replacement of the proprietary x86_64-only Amlogic utilities.

This package will be used in a follow-up MR where we add the ability to install & boot postmarketOS from the eMMC on the videostrong-kii-pro, which requires U-Boot running as the primary bootloader.
