samsung-starlte: New device

Administrator requested to merge samsung-starlte into master

Added starlte (Samsung Galaxy S9) initial support.

Tested:

  • Booting - Yes
  • Display - Yes
  • Touchscreen - Yes
  • WiFi - Yes

The starlte wiki has been updated with what has been tested so far.

Most of the patches are copied from crownlte, as they are the basically the same device, but starlte has no stylus. Also look at star2lte as they are also very similar devices.
