wexler-qc750: fix device startup

After almost 3 years, I got my device not starting any UI, even console. Figured out that framebuffer console activation fixed it.

Also enabled external storage, so i can install pmOS on sdcard, without fastboot 800 MB restrictions. Nice.

Got UART working again, removed "PMOS_NOSPLASH console=tty0" from cmdline.
