Draft: postmarketos-ui-plasma-mobile: use 'depends=' in extras subpackage

Administrator requested to merge plamo-extras-fix into master

Nothing is explicitly depending on the -extras subpkg, so pmb_recommends will never actually trigger. Users who want to install this subpkg are unable to since pmb_recommends is not supported by apk. By using 'depends' here, users can install this meta subpkg.
