soc-qcom-msm8953: add modem and intiramfs package

This MR is shipping 2 soc package related commits from !4381 (merged), since some dependency review is stalling i am splitting soc/devices changes from original MR because device fixes can be shipped before whole community promotion proccess and these changes are useful for other msm8953 based devcies also.
