linux-postmarketos-exynos7870, samsung-a6lte: kernel upgrade and device changes

Administrator requested to merge exynos7870-mainlining into master

This MR upgrades the kernel to 6.3.13.

The kernel package has been updated to support other devices having it as a dependency.

dt.img generation is moved over to the device package, as a boot-deploy hook.
