generic-x86_64: add firmware package

This moves non-free install to oem-* packages and sets the generic-x86_64 device package to depend on them when nonfree-fw is selected.

I also added a commit moving valve-jupiter to use oem-amd, mainly so we could see how oem-* packages can be used by other device packages.
