linux-postmarketos-mediatek-mt8183: upgrade to 6.6.16

Upgrade kernel from 6.1 lts to 6.6 lts along with a new patchset for 6.6.

So far krane and kappa have been tested. @jenneron has a few more devices to test. Marking as draft until we get a few more devices tested.
