linux-samsung-a6lte: fix touchscreen not working in charge mode

Administrator requested to merge a6lte-touchscreen-fix into master

This removes the boot mode checks from the vendor kernel, so that touchscreen does not get disabled. It does not make sense for pmOS anyway, because charging-sdl has been dropped and it just boots to the full UI.
