device-shift-otter: new device

Disclaimer: not all pieces are in place and this is not fully usable yet, but we will get there.

This adds support for the SHIFT SHIFTphone 8 (otter), which is not fully released yet.

The bringup is based on the current EVT stage and is subject to change.

Depends on https://gitlab.com/postmarketOS/pmaports/-/merge_requests/4891 for soc-qcom-sc7280 (or however it will end up being called 😄)
