Draft: microsoft-surface-rt: use systemd-boot

@craftyguy I'm not sure what I did wrong before (and I couldn't know because no display -> no way to debug it), but it works now.

However, if it ever breaks I'm not sure I will be able to debug it as there is no display in systemd-boot which makes me unsure whether I want to switch this device
