samsung-skomer: remove phoc scale config

Administrator requested to merge newbyte/skomer-phosh-scale into master

Phoc now defaults to 1,25 as scale on skomer, which while not perfect, is good enough and lets the device be unlocked. As such, let's remove this configuration file and encourage improvements upstream instead.
