Draft: CI: dog-feed pmbootstrap v3 with duplicate pipelines next to pmb-v2

This doesn't yet implement the "not block merging" part, we only allow failure of those pipelines.

Okay, I realized that the testsuite is failing. I'll leave that up for grabs for someone else for now. command to run on host: pytest -vv -x --tb=native ".ci/testcases"

Pushed a new commit porting over all the pytest stuff to pmb v3.

We could copy these into a testcases_v3 dir or something, but honestly I'm not sure how useful that will be compared to just migrating to v3 and catching any possible regressions later.
