gnome-mobile: upgrade to 46-mobile-0

Upgrade gnome mobile shell to 46.

It now hard depends on systemd in gnome-settings-daemon, so introduce a mobile fork of it with the dependency.

GNOME mobile no longer supports running with openrc. Hence this upgrade is only for the systemd branch.
