kconfigcheck: add plenty of options for community

Still needs to adjust actual kernels

Needs squashing of commits - let them separate to simplify rebase if necessary. But can be squashed during merge.

To be clear, I didn't build-test all the kernels but I don't see any big risk on them failing to build. And if they do, we can figure out what to do then - worst case revert the broken kernel config update.
