systemd/kmod: fork from Alpine to support usr merge

This patch was submitted upstream to Alpine aports in https://gitlab.alpinelinux.org/alpine/aports/-/merge_requests/71426

@calebccff we can probably just close !5513 (closed), and fix any other triggers upstream in aports that are incompatible with usr merge... rather than keep trying to hack up apk-tools. Thanks @pabloyoyoista for showing me the light 🤣
