samsung-a5y17lte: add muic debug option in kernel config

Some Samsung muic's have debug possibility, but seems kernel config option for that was deleted. Muic debug can be useful for attaching UART cable to phone.

Looks fine, but I have a question: so, you changed the define DEBUG_MUIC to a kernel config option CONFIG_DEBUG_MUIC, I assume, to be able to turn it off? Or to turn it on? Why modified kernel config itself is not in this MR?

I think, that production kernel should go with CONFIG_DEBUG_MUIC=n. I just will need this in UART over USB research (Seems like there is no schematic for usb type c UART cable. thread on xda). this guy made it. But he doesn't posted scheme.
