samsung-a5y17lte: add muic debug option in kernel config

Administrator requested to merge device/samsung-a5y17lte_muic_debug into master

Some Samsung muic's have debug possibility, but seems kernel config option for that was deleted. Muic debug can be useful for attaching UART cable to phone.
