Draft: microsoft-x64surface: new device

This MR adds the generic microsoft-x64surface device using the linux-surface kernel. This kernel fixes issues with the wifi drivers crashing, suspend failing, bluetooth crashing, display shutting off, and device overheating because of misconfiguration.

This generic device can do everything generic-x86_64 can.

NOTICE: Marking as draft until I can verify these changes are enough to make the device(s) stable. Might needs some manual tweaks but I haven't noticed any issues yet.
