Draft: linux-postmarketos-mediatek-mt8173: upgrade to 6.11.8

The kconfig is changing because I ran pmbootstrap kconfig migrate on an arm64 machine this time, and an x86_64 machine for 6.11.5. I've noticed no changes in day to day use because of this.
