systemd-services: add tailscale

Caleb Connolly requested to merge caleb/systemd-tailscale into master_staging_systemd

Add the tailscale service and it's environment file. Adjust the APKBUILD to allow packaging environment files like this by supporting absolute paths not just ones relative to /usr/lib/systemd.
