Draft: systemd/polkit-pmos: rename from polkit

Jane Rachinger requested to merge jane400/systemd/rename-polkit into master_staging_systemd

Fixes #3349 for systemd.

I choose to use _pkgname to contain the upstream name, as we then can use the right pkgver. This way we can have a script that first looks _pkgname and then at pkgname. Same precedence with _pkgver and pkgver. #2790

If this approach is accepted, we should adjust other packages to this format too.

Also added replaces for core libraries, so apk knows how to deal with potential conflicts if upgrading to this package happens in a weird order.

Drafted for now, I'll test this approach in a few days. It's up for review tho.
