Poll for registry sensor on Qualcomm SSC devices before running iio-sensor-proxy

This MR makes iio-sensor-proxy start when the Qualcomm SSC is ready, indicated by a registry sensor. Since libssc doesn't have support for the registry sensor, sensh is used to poll for the registry sensor.
