Added build helper for sr.ht

This sets up pmbootstrap for usage on sr.ht. It's basically the same thing as the gitlab script but the installing of the packages is deferred the the sr.ht functionality for that and the the pmbootstrap command it put directly in /bin since /usr/local/bin isn't in $PATH
