systemd/systemd: remove unused makedepends

gnu-efi-dev was required for systemd-boot < 256. As systemd-boot is built specially as an extra component in main/systemd-boot, there is no reason why we would want to build it here.

This unblocks repo_bootstrap for armv7.

EDIT: I mistook armhf with armv7.

I can't build repo_bootstrap systemd armhf locally, as I'm on an aarch64 host and pmbootstrap wants to build gcc-armhf.
