kconfigcheck.toml: add conditions for certain HID options

the changes introduced in !5836 (merged), especially the HID_BPF entry need some refinement, as this is not available on all architectures.

The change to >6.7 is empirically based, if someone would like to look into it deeper, much appreciated.

anyway this should unclog the current CI failures on kernel MR.
