temp/libcamera: actually apply udev rule

90-libcamera.rules was after 73-seat-late.rules

@craftyguy you can test this with mrtest and then restarting your laptop. (because initramfs needs to be rebuilt for this, restarting is required.)

I don't know why this worked on openrc or my device was using pre-UDMABUF libcamera, but it doesn't work on systemd 256 without this MR.
