linux-postmarketos-qcom-msm8930: update to 6.13.0

Update the close-to-mainline linux kernel fork for the MSM8930 processor to 6.13.0. According to wctrl, this also makes WiFi work, if you place the drivers in the initramfs. Haven't tried that.

minor nitpit to update the commit message regarding COMMITSTYLE.md:

-linux-postmarketos-qcom-msm8930: update to linux 6.13.0
+linux-postmarketos-qcom-msm8930: upgrade to 6.13.0
