Draft: main/postmarketos-base-ui: recommend font-noto-emoji

font-twemoji has been unmaintained for a while and is missing newer emojis from Unicode 15.1 and 16.0.

Yeah I don't want to keep switching back and forth, so I would appreciate some input from the folks who wanted to switch away from font-noto and to font-twemojii a few months ago.
