Enable CONFIG_CGROUPS=y where necessary

Administrator requested to merge cgroups into master

Most devices already have it enabled (and they wouldn't work well without it), so there are only two kernels that need to be updated.

Untested, but I wouldn't expect any problems caused by enabling this kernel option. (Android has been using cgroups more or less forever...)
