CI: enable APKBUILD linting

Administrator requested to merge ci-lint into master

Fixes #265 (closed)

I've enabled it for merge requests only so we can slowly work on improving the existing APKBUILDs that do not pass this check yet, without having to set this step to allow to fail. To be fair, in my opinion it only makes sense on merge requests anyway.
